On Friday, September 9th, 2011, Stone County Deputy Dustin Wells went to 614 Pine Street in Galena, Mo, to try and arrest a Parole Absconder. When he arrived at the residence, he could hear the people inside moving around and a female finally came to the door. The female, identified as Teresa Baker, told Deputy Wells that the individual was inside the residence. Deputy Wells then arrested Justin Baker on felony probation violation warrants and transported him to the Stone County Jail. During the transport, Mr. Baker made comments about the amount of methamphetamine he was using on a daily basis while at the residence.

With that information, Deputy Wells went back to the residence to speak with Mr. Baker’s girlfriend, Samantha Frogge. She stated to Deputy Wells that Justin did use methamphetamine and that she used it with him. They entered the residence to retrieve the wallet of Mr. Baker and Deputy Wells observed paraphernalia used with narcotics. Based on his observations, Deputy Wells secured the residence and contacted Detectives to assist in a search warrant of the residence. Samantha was taken into custody and transported to the Stone County Jail while a search warrant was obtained for the residence. Shortly after he arrived back on scene after transporting Samantha to the jail, Teresa Baker arrived back at the residence. She was then taken into custody and transported to the Stone County Jail. Also at the residence were to juvenile males. One was 21 months old and the other was seven years old. They were both taken into protective custody and placed in foster care until other arrangements could be made.
